Overview

Philip is a Director of Spire Consulting specialising in Business Process Improvement.  Philip’s skills and experience encompass:

  • Business process analysis, improvement and redesign

  • Complex procurement, outsourcing, and SLA development

  • Strategy and business planning

  • Organisational design and change management

  • Asset management planning

Philip has a proven track record in delivering benefits and achieving or exceeding the outcomes sought.  Philip’s breadth of experience means that projects are in safe hands and relevant risks will be addressed.  Philip also tailors the approach and analysis to meet the client’s requirements.

Background

Four years as a Director of Spire Consulting, with three years prior as a Senior Consultant with Infinity Solutions (now Fujitisu New Zealand) and RDT Pacific.

Philip has had three years experience in high-tech manufacturing, leading business analysis and business improvement initiatives.  He has also had four years management experience in local government and five years in central government.  This has included management of people, business planning, and critical efficiency and change projects.

Otago Regional Council
 - Review Information Systems & major Business Processes to develop a comprehensive forward plan.
 - Development of Building Consent Processes and accreditation material or new Dam safety functions.


BP NZ Ltd
Procurement and contract negotiation for a range of maintenance and infrastructure support contracts.

Auckland International Airport
 - Review and design of Facilities Management function
 - Procurement process for Baggage Handling maintenance and operations


New Zealand Defence Force
Development of new organisational structure for Property & Facilities Management functions, merging the three services (Air, Navy, Army) into a single, NZDF organisation (under the JLSO). Included developing the business case for the change and consultation with specialists within the services to achieve buy-in for the review recommendations.
Review of Property Management against best practice Asset Management processes.


Wellington City Council
Successful management of District Plan Changes in relation to extending Kiwi Point Quarry.
Implementation of major contracts for Quarry Operations, City Housing Maintenance, On-street Parking Meters supply and maintenance (including outsourcing the maintenance team), Street Cleaning, Parking Wardens etc.
Relationship facilitation with specific stakeholders


New Zealand Food Safety Authority
Business process review of Dairy Operations and E-Cert processes. Resulted in significant improvements in customer satisfaction, workload performance, and compliance against international expectations.
 
Fonterra Co-operative Group Ltd
Appointment of external legal suppliers and internal and external auditors. Resulted in significant savings in legal expenditure and improved legal processes. Appointment of auditors included assistance in developing appropriate external audit governance policies.
