Overview

Paul is the founder and Managing Director of Spire Consulting Limited specialising in providing strategic planning, asset & facilities management advisory and supply chain consulting services.

Paul has worked on and managed numerous projects, across the globe, with a focus on strategic planning, facilities management (FM) performance improvement programmes, and supply chain optimisation, particularly in the successful provision of service supply and partnering strategies.

Paul is New Zealand’s leading FM advisor with more than 20 published papers, and has delivered in excess of 45 presentations on every continent in the field of strategic FM and asset management.

Background

Graduated, Victoria University, Master of Building Science.

7 years as a Director and Consultant with RDT Pacific and Spire Consulting Limited.

Before forming the national management consulting division at RDT Pacific, Paul was the National Manager - Facilities Management, at Telecom New Zealand. At Telecom NZ, Paul was responsible for the contract and performance management of New Zealand’s largest facilities management portfolio (4000 sites).

New Zealand Post Properties

Supply Chain Optimisation Review: Analysis of sub-contractor supply chain, compilation of rationalised supplier base, introduction of comprehensive performance based contracts, reporting and invoicing structures.  Facilities services’ cost savings to date equal +$1.4M.

        Otago District Health Board

Facilities Management Supply Chain Optimisation Review and Business Improvement programme: Analysis of facilities management service supply provision, re-engineering of service procurement processes and systems, contract re-scoping and performance targets and monitoring introduced.

        Wellington City Council

Project director for centralised asset and management entity structure formation (vertically integrated natural monopoly: bulk à retail water). Assisting in the development and creation of a Trust / LATE / COO structure, analysis of vertically integrated natural monopolies and associated governance options. Evaluation and recommendation of options, and resource structure, transition and implementation planning.

Christchurch City Council

Strategic Alliance Relationship Performance Improvement: Assessment of asset service delivery methodologies, re-engineering service delivery functions and facilitating performance improvement workshops between client and service providers. Development of ‘best-practice’ Performance Based Contracts for water supply, housing, parks, grounds and waterways for all commercial asset and facilities services.

Fonterra (Anchor Products)

Operations Management review focusing on plant production maintenance functionality in support of throughput and yield capability. Introduction of engineering key performance indicators to support global best practice operations and production.

Christchurch City Council

Property Asset Management Plan (AMP) development. Scoping, correlation and development of all the property asset management plans. Entailed managing a team of diverse consultants (engineers, planners, etc) to gather data, analyse and assess levels of service, forecast funding and depreciation models and assemble comprehensive AMP documents.

Manukau City Council

Review of all community facilities to determine appropriate service delivery structures, funding models adequate levels of service, compliance and service supplier structures.

Environmental Canterbury

Supplier assessment review for all operational units (Public Transport, Clean Heat, River Protection and Bovine Management). Initiation of supplier procurement models including set up of partnering and contract control group management.

Christchurch City Council

Community services facilities review. Review of each community facility to determine building compliance and facilities levels of service. Identification of gaps and remedial programme to support additional service delivery requirements.

Canterbury University

FM services review (engineering, cleaning, grounds, parking, security, etc) using GAP analysis and functional analysis current state assessment methodologies to create a future state model. Ongoing implementation of future state recommendations. Project Director for Christchurch College of Education FM Business Unit amalgamation into the University of Canterbury Business Unit.
