Overview

Julie is a Senior Consultant with Spire Consulting Limited, specialising in providing Project Management and Business Process Consulting services.

Julie’s specialist area is project management, procurement, supply chain optimisation and operational effectiveness.

In this role, Julie provides specialist expert knowledge in Project Management, Procurement and Contract Management, including the development, evaluation and implementation of Performance Based Contracts, including development of Specifications and Key Performance Indicators, and managing the Contract Control Groups and Quarterly Partnering Workshops.

 Julie predominantly provides services to organisations such as Local Government, District Health Boards and the University.

Background

Five years consulting experience with RDT Pacific (Infinity Solutions) and Spire Consulting.

 16 years Local Authority background, working within Procurement in the role of Contracts Specialist to Procurement Manager.  Julie’s primary expertise and experience has developed from her experience within the Local Government sector.  This experience is of particular strength in the development of the commercial documentation associated with Registration of Interest, Requests for Proposals through the evaluation, negotiation and successful selection of the final service provider and contract implementation.

 Activities involved in the Contract Management area have included the relationship building between the involved parties and the ongoing supplier management.  In these roles, Julie has initiated contract management changes where she has identified opportunities for efficiency and effectiveness gains that benefit both parties – such improvements have included the implementation of a comprehensive checklist of steps to be followed in the implementation of contracts and the review and implementation of the generic RFP and Agreement documentation.

 Julie’s role at Council provided her with an excellent working knowledge of SAP Logistics which encompasses the Purchasing, Stock Management and Sales and Distribution module.  The working knowledge and understanding of SAP was critical to the success of Julie’s role as a Contract Management and Procurement Specialist.

 Julie also held responsibility for assisting with stock management, including determining stock levels with the Council’s Water fittings yard, management of insurance stock, carrying out stock takes, work site visits, manufacturer site visits and co-ordinating requirements with the Engineers for Water contract requirements.

 This has provided Julie with a wide perspective on issues associated with supply chain optimisation and operational effectiveness.

Key Assignments

Christchurch City Council

  • Review of each Community Facility (43 in total) to determine building compliance and facilities levels of service. Identification of gaps and remedial programme to support additional service delivery requirements.

  • Development of Performance Based Contracts for Greenspace Parks, Grounds and Gardens; Park Trees; Street Trees; and Waterways– including development of Specifications, Key Performance Indicators etc

  • FM Contract development and implementation, including compiling and maintaining Asset Register detail.

  • Development of Performance Based Contracts for Water Supply.

  • Strategic Alliance Relationship Improvement:  performance improvement through facilitation of monthly meetings/workshops between client and service provider. 

  • Asset Management Plan (AMP) project team – assist with data gathering and putting together AMP documents.

University of Canterbury

  • Postal and Courier service review, using GAP analysis and current state assessment methodologies to create future state model for managing postal and courier services. 

Canterbury District Health Board

  • FM Hard Services contract review and subsequent preparation of Tender documentation and specifications.  Project included GAP analysis and current state assessment.

 Environment Canterbury

  • Bus Passenger Transport Performance Based Contract Strategic Alliance Relationship Improvement – facilitation of monthly client and supplier meetings, and quarterly workshops.
